CJI will work with Louisiana Caddo Parish stakeholders to facilitate a local JRI engagement to understand the drivers of the current jail population and develop and implement data-driven solutions that resolve current overcrowding issues.

SME Activities
• CJI will provide content and facilitation expertise to:
o Establish and convene a Task Force with the jurisdiction to engage throughout the duration comprised of stakeholders from across the local justice system and in collaboration with Parish leaders.
o Conduct data analysis and a system assessment to understand the factors driving the current population housed at the Caddo Correctional Center.
o Share data for analysis as outlined by CJI to understand population movement including offenses, people, needs, public safety risk
o Identify where there is/not latitude for change (e.g., SOP vs. agency policy vs. statute; given offense profiles)
o Facilitate a policy development process that will examine data and system findings and considers strategies used in other counties across the country to address similar challenges.
o Consider relevant strategies in other jurisdictions
o Reach consensus around policy and practice changes, and develop implementation plan
o Support and help implement priority policy and practice changes and support the development and tracking of performance measurement to examine outcomes.
o Define longer-term changes given performance measurement results and feedback

SME Deliverables
• CJI will conduct regular check-ins with the Bureau of Justice Assistance and CNA on progress of efforts at least monthly or more frequent as necessary.
• CJI will provide a work plan and timeline for planned activities with the Parish to CNA for review and feedback within the first 120 days of execution of the award to CJI.
• CJI will present data and system findings to the Task Force.
• CJI will assist the Task Force in developing a final report which outlines the data and system findings and includes recommendations to resolve current overcrowding issues.
o CJI will provide a draft copy of the final report for CNA review for input and feedback.
• CJI will develop an implementation plan following the release of Task Force report.
o CJI will provide a draft copy of the implementation plan for CNA review for input and feedback.
