Session 1 of this Community of Practice (CoP) provided pertinent information, guidance, and resources to better address race, gender, equity, and inclusion across law enforcement service delivery and responses directed toward people living with mental illnesses and co-occurring substance use disorders. This CoP was open to all current Connect & Protect Grantees and was supported by the U.S. Department of Justice's Office of Justice Programs' Bureau of Justice Assistance. Session 1 provided an overview of key factors contributing to persistent racial, gender, and social inequities in LE-BH service delivery. CSG Justice Center staff were joined by Dr. Ashley Burns, Dr. Theron Bowman, and David Douglass, JD, to discuss key determinants of structural racism, health disparity, racial and gender discrimination, dual disproportionality, and implicit bias. An overview of these factors and topics in LE-BH responses were discussed, especially relevant determinants of health outcomes (such as socioeconomic stability, education access, and quality, health care access and quality, and neighborhood community context). Participants gained insights into several root causes of racial and social disparities, the basis for reimagining police responses to people living with mental illnesses and co-occurring substance use disorders, and a more dynamic understanding of diverse community interests.
