Objective #2. Provide Individualized TTA on and offsite (TLPI, TJI, NAICJA)

2.1 Assign TTA Coach for each PA 3 grantee and develop project tracking tools.  Using an approach that has been successful for TLPI, a TTA coach (drawn from our experienced staff, partners and/or consultants) will be assigned to each grantee based on subject matter expertise, cultural/community match and geographic considerations. Experience has proven that about 5 grantees per staff/consultant is the right balance for providing individualized attention to tribal programs. The TTA coach will work with the grantee to develop individualized TTA work plans. In collaboration with other TTA partners TLPI will develop a tool, similar to a project tracking template, that will assist grantees to assess their progress and identify areas in need of additional assistance and/or TTA. Through monthly check ins, each TLPI TTA coach will work to support grantees in completing work plans and tracking their progress in accomplishing grant deliverables. Deliverable: 15 TA Coach Assignments each year and a Progress Tracker Tool


2.2 Provide on-site, off site and/or regional TTA for each PA 3 grantee assigned to TLPI. TLPI will provide at least one on-site, off-site or regional TTA delivery for each PA 3 grantee assigned. TTA coaches will work with their assigned grantees through the TTA work plan development process to ascertain the subject matter focus of the onsite TA visit, which may vary by grantee. When regional TTA delivery is determined to be the most useful to the grantees involved and cost effective, TLPI will take this approach. When off site TTA is deemed the most feasible delivery method and cost effective, while still meeting the needs of tribal programs, TLPI will provide individualized off site TTA through platforms, like 6Connect, zoom, Webex and others. These trainings have been highly rated by participants as content rich and user friendly. Off site TTA will be delivered through: Teleconferencing; peer to peer consults); list serv communications; and phone and email TA. Deliverable:
15 Onsite and/or offsite TA deliveries each year and 15 TA reports each year


2.3 Provide TTA to non-grantees as feasible, including TTA on VAWA/TLOA and intergovernmental collaborations. TLPI has been providing TTA on the Special Domestic Violence Criminal Jurisdiction, and now Special Tribal Criminal Jurisdiction under VAWA 2022. In addition, TLPI has formed TTA relationships with tribal-state court forums and joint jurisdiction courts.2 We propose to continue to provide this critical TTA, as feasible within available funding. TLPI will provide on-site trainings when requests from the field deem this to be the most appropriate delivery. All on-site training will be developed in consultation with BJA. Deliverable: Up to 5 TA deliveries each year

2.4 Provide follow-up to TTA. TA coaches will work with their grantees to provide additional resources, including publications, webinars, tool kits, etc. Deliverable: Emails, calls notes, etc

2.5 Develop TA reports (#6). Each onsite visit will be summarized in a TA report, completed 60 days after the visit. The report will be made available to BJA as well as the grantee. Deliverable: Up to 15 TA reports
