On behalf of our Tompkins County Legislature we are requesting (1) an external technical review of law enforcement’s response to a local incident, (2) a report and briefing on “lessons learned” from the technical review based on best practice with recommendations for improvement, and (3) assistance in rebuilding community trust. As explained in previous conversation with BJA NTTAC representative, the incident (which took place on Hornbrook Road in Danby, NY, involving a man who barricaded himself and then committed suicide) has resulted in a great divide between community, other local elected officials, and law enforcement. It has elevated pre-existing trust concerns and has many residents and officials questioning the appropriateness and proportionality of law enforcement’s actions.

How do you anticipate that the requested assistance will address the problems?
The expectation is a “fresh-eye” examination of things that will lead to the incident, lessons learned regarding the appropriateness and proportionality of law enforcement's actions, and proactive steps to help improve trust between local law enforcement and the community, including practical, easy-to-implement steps for improving communication with the community and with the various local jurisdictions and their representatives.

We are a local municipality at the County government level. Our services are vast, for example, DSS, public health, mental health, highway maintenance, waste management, probation, corrections, road patrol, elections board, etc.
