NACDL will undertake a systemic effort to reduce unnecessary pretrial confinement in Wisconsin through effective defense representation, utilizing several components: (1) development and distribution of legal and practical resources so that current knowledge is readily accessible to the practitioner; (2) delivery of training and mentoring so that practitioners are better able to apply the knowledge to real situations; and (3) widespread messaging designed to promote effective bail advocacy as a professional norm amongst criminal defense lawyers as well as prosecutors, judges and those doing risk assessments. To that end, NACDL will develop jurisdiction-specific pretrial release manuals for the defense bar and provide technical assistance in the form of onsite training and distance learning.
