The Kane County, Illinois State's Attorney Office requested Law Enforcement Assisted Diversion (LEAD) Training. The requestor withdrew the request.
Substance use disorder and mental health issues play a major role in the number of persistent offenders utilizing the resources of the criminal legal system in Kane County. Additionally, we have the ongoing opioid crisis, exacerbated by the pandemic, leaving 62 Kane County residents dead in 2020. Like most jurisdictions across the United States, we continue to see disproportional racial representation in our criminal legal system. And we have a high number (6.8 per 10,000) of people in our county who experience persistent homelessness. These problems are often intertwined and compounding and are not sufficiently or effectively addressed by the legal system.
