We received an Ad Hoc request from the Youth Services Division of the DC Department of Human Services (from the Special Assistant to the Deputy Administrator). AIR Lead Coach Simon Gonsoulin and AIR Lead for Identifying Innovations Barbara Broman had 2 calls with the team from DC to better understand the initial TA request. The TA request involves 3 integrated components. The plan is to establish three groups of work that will ultimately come together in the end. The three groups will be made up of NRRC staff and staff from the DC office.
Group 1—Reentry Policy Group
They need help looking over their current policies pertaining to reentry—which of their policies appear to follow good practices and which do not. They need help not only with this task as the initial step but what would their revisions look like based on evidence and known practice to be effective. They especially want TAY (24 years of age and younger) related policies to be separated from adult corrections 26 years of age and older—where appropriate. Gwen White one of our SME’s who is a TAY expert will help with this endeavor along with a partner for the policy work.
Group 2—Housing Group
They want to ultimately establish a housing model for DC’s returning citizens—possible continuum of housing. How might the model look different for TAY versus older adult’s reentering the community? Also, would like to know what is it they have to do to ensure there is success in the model for formerly incarcerate folks. Barbara Broman and Gwen White will work with the requestor on this effort (once again with a team from DC). Hakim Crampton, one of our navigators from JLUSA will also join these calls to add his expertise on housing.
Group 3—Peer Navigation Group
The DC team loved the idea of having someone with lived experience like Hakim Crampton to help with this concern. They feel Hakim has much to offer. Obviously, a focus will be to include the voice of impacted populations returning to the community in their policies and housing model. Hakim Crampton will work on this effort. He has knowledge of housing models and policies. He could be integrated across the other groups at some point.
Simon will lead this ad hoc TTA effort for the NRRC.
