The Bayamon Municipal, Puerto Rico Police Department requested assistance through BJA NTTAC to enhance officer safety, wellness, and mental health. The School of Public Safety at Ana G. Mendez University System was selected to fulfill the request and develop and field-test a program to increase officer safety through mindset training and endowment of wellness support to the officer. This request was canceled by the requestor.

Description of the Problem

Police officers regularly witness how violent gangs operate within the city nearly unimpeded, and many officers are severely demoralized by increasing boldness of criminal actors while also suffering from low wages, long and repeated shifts with minimal days off and a general lack of resources and training. Several officers have or will soon leave the department to take law enforcement jobs within the states, where the pay can be as much as 2-3 times higher. Therefore, the most pressing challenge is the morale of the officers, who’s safety, health and wellness have been devastated.

Bayamon Municipal PD is confident in their capacity to work with the faculty and personnel from Ana G. Méndez because they have previously cooperated to receive training on active shooter situations, defense tactics, scenario-based training, and first aid from The School of Public Safety. Bayamon Municipal PD also have officers who are lectures at the university and in various occasions, faculty and officers participate together in the trainings and continuing education activities sponsored by the university.
