The Wellington Police Department and the agencies involved in the Lorain County training collaborative (Amherst, Avon, Avon Lake, Lorain, Elyria, Lorain County Sheriffs Office, Wellington, Lagrange, Grafton, Oberlin, Sheffield and Sheffield Lake) would like on-site training dealing with use of force. Topics we would like to explore like, decision making and it effects on performance, articulation in report writing, how to deal with the aftermath of the incident for both the public and the agency. We would look for the foundations of the instruction to be based on current research and law. We would like the course to be available to administrators and line officers alike. To accommodate the 500 + sworn officers in the county, we would need multiple dates of instruction. We would also like to facilitate a public forum to instruct the public on the training the officer received and how it benefits and answers the public concerns.

Description of the Problem

Wellington is part of a Lorain County training collaborative. Lorain County has experienced several use of force incidents including officer involved shootings and an officer that was shot. In the officer shot incident, the decision making that allowed the officer to be in a poor position could benefit from a better understanding of the foundations of the use of force. I strongly believe that a better understanding of the foundations of the use of force and the decision making process would help officers facing similar situations in the future. Additionally, the use of force is the greatest risk that law enforcement faces today not only professionally but from a community perspective.

How do you anticipate that the requested assistance will address the problems?
I have attended Command Presence training in the past and they approach the instruction from a research based and legal perspective. They have presented in a way that has sparked in depth discussion of incidents that officers could relate to. We have also spoken with others and read the reviews of many attendees who have received beneficial information that help to develop more rounded perspectives and officers. We believe the instruction from Command Presence will meet all of our objectives and goals in helping to prepare department administrators and officers in a better understanding and preparation in the use of force.
