Description of the Problem

The Albuquerque Police Department (APD) created a Real Time Crime Center in 2013 to address issues of crime in the city. The RTCC contains the Crime Analysis Unit, which is staffed with six analysts. Additionally, the APD has ten other analysts assigned to area commands conducting analytical work. To date, none of the analysts have attended formal analytical training (BITAC, Analyst 101, Foundations of Intelligence Analysis Training, etc). Although extremely bright, talented and motivated, the analysts lack this core component in their career progression which needs to be addressed.
Additionally, the analyst from the New Mexico Fusion Center, local district attorney's office and local sheriff's office are in a similar situation. All would benefit by attending joint training together which would foster collaboration, development of a common lexicon and a culture of information sharing.

How do you anticipate that the requested assistance will address the problems?
The requested training will meet the following objectives that have been identified as best practice by Global Advisory Committee, Bureau of Justice Assistance:
Objective I Intelligence analysts will understand the criminal intelligence process, intelligence-led policing, the
information sharing framework, and their roles in enhancing public safety.
Objective II Analysts will gain an understanding of the proper handling and collation of criminal intelligence
information, including file management and information evaluation.
Objective III Analysts will experience the development of intelligence through the processes of critical thinking,
logic, inference development, and recommendation development.
Objective IV Analysts will understand the methodical process of developing and implementing collection and
analytic plans, to include the reevaluation of that process/product.
Objective V Analysts will be familiar with the legal, privacy, and ethical issues relating to intelligence.
Objective VI Analysts will be provided with information on sources, including the Internet, information sharing
systems, networks, centers, commercial and public databases, and other sources of information and
their limitations.
Objective VII Analysts will be able to demonstrate a practical knowledge of the methods, tools, and techniques
employed in analysis.
Objective VIII Analysts will be familiar with the skills underlying analytic methods, including report writing,
statistics, and graphic techniques
