The Davis County, Utah Pretrial Service Division requested assistance to implement a pretrial diversion team, review data collection, and identify customized decision-making framework for a strategic plan and mission. BJA NTTAC denied this request.
Davis County is implementing a Pretrial Services Program. Two weeks ago, the Director has been hired and two other case management staff are being recruited and no other infrastructure is in place. The good news is that there is county and judicial support for the program. Here are the problems we are facing: 1) Utah is using the PSA and are receiving results, but without a pretrial agency to provide supervision, they have no release/supervision options and may underestimate the timeline for implementation. 2) The AOC agreed to participate in the Harvard Study which is limiting the PSA's available to the judges and impacts effective implementation in numerous ways. 3) The PSA Decision-Making Framework needs to be customized to our county which will require a working committee dedicated to pretrial issues. 4) There is an outdated/ unsupported case management system being used by specialty courts in the county. There is a cost to upgrade the system which is being proposed in the current budget hearings. If approved, the system may need modification to ensure that all data collection and case management capabilities are present for pretrial which may include additional expense. If the the upgrade is not approved, another option will have to be pursued adding significant time and cost to the implementation. 5) There is no coordination with the sheriff, jail, other stakeholders or involvement in the project. 6). There is no systems in place to get critical data from the jail for pretrial outcome measures, etc. 7). There is no mission statement, strategic plan, supervision plan, policies, procedures, etc. 8) Coordination of services with UA provider, behavioral health agency and other allied agencies is not in place.
